Hashemite Kingdom of Palestine will end West Bank confrontations
The continuing silence of any Israeli non-government organisations (NGOs) to endorse the implementation of the 2022 Hashemite Kingdom of Palestine solution (HKOPS) is of grave concern as the security situation in Judea and Samaria (West Bank) worsens.
HKOPS promises an end to Israel’s High Court of Justice hearing petitions brought before it by NGOs on behalf of Palestinian Arab residents of Judea and Samaria (West Bank) – who would acquire citizenship in a newly-created territorial entity comprising Jordan, Gaza and part of Judea and Samaria (West Bank) to be named The Hashemite Kingdom of Palestine – and thereafter come under the jurisdiction of the Courts operating in that new entity – not the Israeli legal system.
Having failed to endorse HKOPS for the last 13 months – one such NGO – Adalah – The Legal Centre for Arab Minority Rights in Israel – has now chosen to publish a legal analysis on 11 June:
“of the actions taken by Israeli institutions towards annexing the West Bank, since the formation of the last Netanyahu government in December 2022. In the coalition agreements and foundational principles signed in December 2022, the new government pledged to increase Jewish settlement and development throughout the West Bank and eventually impose Israeli sovereignty over areas of the West Bank”
Adalah demands:
“The escalating annexation measures practised by the Israeli government led by Netanyahu require urgent intervention from the international community and international forums”
HKOPS calls for sovereignty in the West Bank to be divided between Israel and the newly-created territorial entity – not annexed or imposed by Israel.
The United Nations (UN) has shamefully failed to discuss the implementation of HKOPS in the last 13 months as an alternative solution to its own failed 2016 two-state solution.
Could the silence of Adalah and the UN be due to their ignorance of the existence of HKOPS? This seems extremely unlikely – given the plan was published in Arabic in the Saudi Government-controlled Al Arabiya News on 8 June 2022.
I have repeatedly castigated the UN for burying HKOPS without discussion.
Is Adalah more concerned with protecting its own continued existence – rather than “ending the occupation”?
Adalah’s website claims:
“Adalah’s mission is to promote human rights in Israel in general and the rights of the Palestinian minority, citizens of Israel, in particular (around 1.5 million people, or 20% of the population). This work also includes promoting and defending the human rights of all individuals subject to the jurisdiction of the State of Israel (e.g. Palestinian residents of the OPT) [ed: Occupied Palestinian Territories]. Adalah is the first Palestinian Arab-run legal centre in Israel, and the sole Palestinian organisation that works before Israeli courts to protect the human rights of Palestinians in Israel and in the OPT.”
Implementing HKOPS would see Adalah no longer having to defend the human rights of the Palestinian Arab residents of the OPT – its major client base.
Adalah is funded by the following overseas foundations and private trusts:

- Bread for the World (formerly EED) (Germany)
- Christian Aid (Great Britain)
- Broederlijk Delen (Belgium)
- Sigrid Rausing Trust (Great Britain)
- Medico International (Germany)
- Diakonia (Sweden)
How would they regard continuing to fund an organisation that seems more interested in perpetuating the Jewish-Arab conflict rather than seeing it ended?
Creating fear and anxiety in the Arab population of Judea and Samaria (West Bank) is not in anyone’s interest.
Intrigued by Adalah’s stance – I posted the following comment in response to Adalah’s claim that the Netanyahu Government intended to impose sovereignty in Judea and Samaria (West Bank):
“Is Adalah aware of the 2022 Hashemite Kingdom of Palestine solution which calls for the merger of Jordan, Gaza and part of the West Bank into one sovereign entity? Implementation of this plan would see the current Palestinian Arab residents of this newly-merged entity acquiring citizenship of that entity and being freed from Israeli occupation. Non-resident Palestinian Arabs living elsewhere would also be offered such citizenship. Does Adalah support such a plan to end the conflict between Arabs and Jews?”
