Opening of all ways between Gaza and Israel could facilitate re-stocking of rockets and other moribund devices by various parts of the Palestinian side. Hence this have to be clearly stated that while visiting Israel by the Paslestinians and Palestinian areas by Israelis is allowed, it has to be only for friendly contacts (family, business, health, education etc). The clause that any attack by Palestinians, allows Israel the immediate military reaction is necessary. Stating that in such a case no one will look at what is or isn’t “proportional”.
